Dear Mr. Congressman Michael M. Honda,
Now we, Japanese Government, your allied country, and the citizens of Japan who share the same universal values were shocked to receive the news that you are going to bring in the “Resolution Calls on Japan to Accept Responsibility for Wartime Comfort Women” to your congress. This is because the accusations against Japanese Government provided in the Resolution are based on “anti-Japanese propaganda” and are absolutely groundless.
The facts “In the 1930s, as Japan expanded to Asia and Pacific islands, and the government forced young women to be sexual slaves, which the world sees as “Comfort Women””, “more than 200,000 women were enslaved” as written in the Resolution do not exist. After 1990s, there were a hot discussion on this subject in Japan, it became a diplomatic issue with South Korea, and the Government had surveyed the past official documents exhaustively, while private scholars advanced their own studies. As a result, the fact that “Japanese Government had kidnapped the comfort women” was not at all confirmed.
Though there were no documents available, “discourse by Yohei Kono, Chief of Cabinet Secretary” was based on the political judgment that there was enforceability “as a result of comprehensive estimation”. Nobuo Ishihara, who was then Deputy Chief of Cabinet Secretary, had admitted that the process to reach that estimation as follows:
There was no evidence of kidnapping. We tried to find someone who could testify who actually kidnapped the comfort women, but we couldn’t anyhow. Decisive factor was the testimony by 16 former comfort women in Seoul right before we presented the discourse. We admitted the enforceability, though there were no convincing evidence and testimony, in response to the strong requests from South Korea, urging us to admit it at all costs for their honor.
If government liability by Japanese government was the assumption of this discourse, we requested for evidence based on strict investigation on facts. It was admitted with good conscience out of regard for Japan-South Korea relationships. I know there are debates on conclusion that we admitted on kidnapping only by testimonies from the former comfort women. I don’t have excuses as I decided so.
(“Compensation on Secret Treaty Diplomacy”, Yoshiko Sakurai, Bungei Shunju April, 1998) [3, P. 58]
Hearings from the former comfort women was revealed to be nondisclosure and without proof, however, with the results from these investigation, “kidnapping was admitted though there were no convincing evidence and testimonies” “under strong requests from South Korea”.
The part that says “constituted authorities had occasionally been engaged directly in the events where these women were gathered against their will…” in so called “discourse by Chief of Cabinet Secretary, Yohei Kono”, presented by Japanese Government in 1993, were the war crime acts by several soldiers who were away in Indonesia and Java. Without permission from the military headquarter, they forced Dutch female captive to work as a prostitute for one month without her consent. Allies tried 5 soldiers and 4 civilians as war criminals, and they were capitally punished or imprisoned.
Discourse admitted the expression of regret and moral responsibilities toward many women who were compelled to work in the sex trade with Japanese soldiers at the battlefield under imperialism when national self-determination and dignity were not recognized, and had received anguish.
Japanese Government recognized the “regret and will not ever repeat” that Japan had caused suffering toward Korean people under Japanese colonial rule of Korea, and had expressed the “apology and reflection” for people who suffered as comfort women. And there are no changes in this feeling.
While Kim Jong-il terrorists regime in North Korea is actively expanding the political propaganda in the UN which appeals “Japanese Government had kidnapped 200,000 Korean women as sex slaves before war”, in trying to evade their responsibility for kidnapping civilians, the fact that your House Committee passed the resolution which shares almost the same fact-acknowledgement with political propaganda by North Korea was a big shock, and it, as a result, pleased the terrorists who tried to weaken the bond of US-Japan alliance.
Please, to strengthen the ties of US-Japan alliance, and to strengthen the coalition between citizens who believe in world freedom and democracy, please do take procedures to refer to the results of investigation and studies on Japan for example by officially interviewing the Japanese Government and authorities.
Also when you bring in this resolution to your congress, please submit clear evidence of involvement of Japanese government and army, not only verbal evidence from ex-comfort woman. Otherwise we have to consider that your resolution is just groundless. We never deny the fact that comfort services were provided to soldiers of Japan. But in our understanding, we could not find out any clear evidence of involvement of Japanese government and army on this issue. Current study and investigation shows that comfort services were provided by private business basis, the same as now.
In addition, please indicate us your legal basis for imposing Japanese government the obligation of Apologizing, Refuting and Educating on this issue. We are not sure why we have to be obliged to your resolution reach a decision at US congress. Please note that Japan is independent country and under governance of Japanese people.
Lastly, please draw your attention on the fact that in Japan we have heavy involvement of Chinese government, South Korean government and North Korean government on this issue by their own political interest. That means this is very political issue in North east Asia, not simply a issue of humanity. If you still fee that US is responsible for foreign affairs, please pay more attention on complexity and sensitiveness of political situation in North east Asia, where you have critical national interest.
