Please forgive us to send you this long e-mail to you suddenly. However, international credibility of Japan and United States of America is questioned by a Resolution going to be brought in to your congress by Representative Michael M. Honda (CA ・15).
Now we, citizens of Japan who share the same universal values were shocked to receive the news that you are going to bring in the “Resolution Calls on Japan to Accept Responsibility for Wartime Comfort Women” to your congress. This is because the accusations against Japanese Government provided in the Resolution are based on “anti-Japanese propaganda” and are absolutely groundless.
The facts “In the 1930s, as Japan expanded to Asia and Pacific islands, and the government forced young women to be sexual slaves, which the world sees as “Comfort Women””, “more than 200,000 women were enslaved” as written in the Resolution do not exist. After 1990s, there were a hot discussion on this subject in Japan, it became a diplomatic issue with South Korea, and the Government had surveyed the past official documents exhaustively, while private scholars advanced their own studies. As a result, the fact that “Japanese Government had kidnapped the comfort women” was not at all confirmed.
Though there were no documents available, “discourse by Yohei Kono, Chief of Cabinet Secretary” was based on the political judgment that there was enforceability “as a result of comprehensive estimation”. Nobuo Ishihara, who was then Deputy Chief of Cabinet Secretary, had admitted that the process to reach that estimation as follows:
