4. Historic background and the Japanese government’s response to the comfort women issue
* Comfort women issues first came into light in the 1980s when a book was published by a Japanese in Japan. Before that, comfort women issue did not exist.
* However, the author of the book now admits that the content was false.
* Moreover, Japan has already been judged by the International Military Tribunal for the Far East for war crimes, signed the San Francisco Peace Treaty in 1952, fulfilling all its obligations. Then in 1965 Japan signed the Japan-ROK Basic Relations Treaty in 1965, which normalized the tie between the two countries, paid all compensations to South Korea, including to Korea and individual compensations.
* From the 1980s, the South Korean Government authorities began to bring up comfort women issues after it came into light in Japan. Why didn't they raise the comfort women issue during the postwar period of 30 years?
* The Japanese government has repeatedly apologized to South Korea and former comfort women after the release of the "Kono comment." Moreover, Japan has set up Asian Women's Fund and also offered monetary support for former comfort women.
* However, even today, apologies from Japan have been rejected and the South Korean government and the pro-North comfort women supporting group have basically refused to receive the fund.
5. About criminal acts of of the United States servicemen to the Japanese citizens under GHQ occupation
* During the occupation of GHQ, soldiers from U.S. military and the allied powers conducted crimes against Japanese citizens, such as a number of sex crimes, killing of thousands of people and sexual assaults.
* In order to cope with the sexual assaults of allied nations, the Japanese government could not but set up prostitution facilities for those soldiers.
* In Japan, nearly 1800 sexual assaults occurred for just eight months by soldiers of allied powers after the country became independent of the occupation of the allied nations after signing the San Francisco Peace Treaty.
