At the same time, We trust that the people will rise to the occasion, and will strive courageously for the solution of their outstanding difficulties, and for the development of industry and culture.
我国民ガ其ノ公民生活ニ於テ団結シ、相倚(よ)リ相扶(たす)ケ、寛容相許スノ気風ヲ作興(さっこう)スルニ於テハ、能(よ)ク我至高ノ伝統ニ恥ヂザル真価ヲ発揮スルニ至ラン。
◆作興: 盛んにすること
Acting upon a consciousness of solidarity and of mutual aid and broad tolerance in their civic life, they will prove themselves worthy of their best tradition.
斯(かく)ノ如キハ、実ニ我国民ガ、人類ノ福祉ト向上トノ為、絶大ナル貢献ヲ為(な)ス所以(ゆえん)ナルヲ疑ハザルナリ。
◆所以: 理由、わけ
By their supreme endeavours in that direction, they will be able to render their substantial contribution to the welfare and advancement of mankind.
一年ノ計ハ年頭ニ在リ。
The resolution for the year should be made at the beginning of the year.
朕ハ朕ノ信頼スル国民ガ朕ト其ノ心ヲ一(いつ)ニシテ、自ラ奮ヒ、自ラ励マシ、以(もっ)テ此ノ大業(たいぎょう)ヲ成就センコトヲ庶幾(こいねご)フ。
◆大業: 大きな事業
We expect Our people to join Us in all exertions looking to accomplishment of this great undertaking with an indomitable spirit.

■読み下し文
『年頭、国運振興の詔書』
ここに新年を迎う。かえりみれば明治天皇、明治のはじめ、国是として五箇条の御誓文を下し給えり。いわく、
一、広く会議を興し、万機公論に決すべし。
一、上下心を一にして、盛んに経綸を行うべし。
一、官武一途庶民に至るまで、おのおのその志を遂げ、人心をして倦（う）まざらしめんことを要す。
一、旧来の陋習（ろうしゅう）を破り、天地の公道に基くべし。
一、智識を世界に求め、おおいに皇基を振起すべし。
叡旨（えいし）公明正大、また何をか加えん。朕は個々に誓いを新たにして、国運を開かんと欲す。すべからくこの御趣旨にのっとり、旧来の陋習を去り、民意を暢達（ちょうたつ）し、官民挙げて平和主義に徹し、教養豊かに文化を築き、もって民生の向上をはかり、新日本を建設すべし。
